Many bike roof mounted bike racks do indeed have locks to secure them to a roof rack, but the Swagman Upright Roof Bike Carrier you referenced is not one of them.

While there is a way to carry your bike with your 2022 Lexus UX 200, I checked with the hitch manufacturers and there are no hitches for the UX model of Lexus for any model year. You can certainly mount two Yakima FrontLoader Bike Carriers, # Y02103, to the LoadWarrior Cargo Basket, # Y07070, and load cargo in between, but you will need two of the Yakima Loadbars, # 8870042, to mount the bike racks. The FrontLoader bike racks require two crossbars to attach to and these loadbars will provide the crossbars on top of the LoadWarrior cargo basket for the bike carriers.

All roof racks will generate noise, but some more than others. Basic round and square bar racks tend to be noisier than elliptical and aerodynamic bars which do better at cutting through the wind. The best way to avoid this concern is to use a roof rack designed to be quieter.

I am sorry but we do not offer a RV bike rack/cargo carrier combination. Hollywood rack used to make such a carrier, but it was not rated for RV use, and it has been discontinued for about a year now. We do offer RV rated bike racks like the Hollywood rack Rv Rider # HLY64FR. This is made with RV use in mind, and can carry two bikes weighing up to 80 lbs apiece.

Instead of towing, many folks use their trailer hitch as an attachment point for a cargo carrier like # C18151 or a bike rack such as the Thule Hitching Post Pro, part # TH934XTR. We do not carry any item like you describe that would allow you to use your Swagman XC bike rack with a cargo carrier. If such an item were available, using it would not be advisable. The rear of a cargo carrier would typically extend 2-1/2 to 3 feet beyond the rear bumper of the vehicle. All of the roof racks we carry for your vehicle will use the same tower assembly for all four towers. For example the Thule roof rack consisting of the Wingbars # TH711320, Foot pack # TH710601 and fit kit # TH186045. All four of the # TH710601 towers are the same height. The Thule installation notes for the OutWay 3 Bike Carrier, part # TH56BV, on the 2009-2010 VW Jetta Sportwagen indicate that the rear wiper cannot be used with this bike carrier installed. I'll just rip this band-aid off as fast as I can but there is just not a way to use a standard hitch-mounted bike rack and tow at the same time with your 2006 Toyota Matrix XR. The issue, like you said, is the 1-1/4 inch hitch not having an adapter; even if it did though, hitch adapters reduce hitch capacity by 50% so you'd be going over that as well.
